              <text>&lt;p&gt;After eighteen months of keeping the library open with no funds and under the leadership of State Librarian Charles B. Galbreath, the State Library reopened in 1929 after Governor Myers Y. Cooper took office and approved the appropriations. George E. McCormick was endorsed by Governor Cooper and then appointed State Librarian by the State Library Board.  McCormick was another newspaperman, having worked for the &lt;em&gt;Marion Star&lt;/em&gt;, first as reporter and then editor from 1901 to 1926. He was the editor of the &lt;em&gt;Lima Star&lt;/em&gt; until his appointment as State Librarian. The &lt;em&gt;Annual Report of the Ohio State Library Feb. 8 to Nov. 15, 1929 &lt;/em&gt;begins, “When the State Librarian assumed office on February 1 of this year, he was faced with a problem somewhat like the physician who takes over the case of a patient after a long illness. Rebuilding and rejuvenating the whole system was found to be necessary.” After detailed descriptions of each department’s role and services provided by the library, McCormick ended the report stating, “With an eye single to the goal of improved service for the greatest number, we are sure beneficial results will follow the simple application of sane business methods combined with library technique and vision.”&lt;/p&gt;</text>

              <text>Jonathan Harper was a ship captain from Philadelphia before he became a prominent politician and then Ohio’s first State Librarian. He served as one of Governor Thomas Worthington’s lieutenants and then as State Librarian, which were both political appointments. As a State Librarian, Harper organized the library in rooms located in Ohio’s first state office building and created a record of the 509 books purchased by Worthington to establish a State Library. Harper began the first accession register on December 25, 1817. He was also responsible for researching and drafting laws for the Legislature. Harper was paid two dollars per day while the Legislature was in session. His life and career were fraught with scandal and tragedy. In 1819, Harper was involved in a dramatic legal case involving a Bank of America branch located in Ohio, which led to his arrest and eventual dismissal of charges. In 1822, Harper mistook his father in-law for a deer, fatally shot him, and returned to working on a ship after the accident.  Harper survived a hurricane in 1850 while serving as a clerk on the Saranuk steamboat on the Mississippi River in Cape Girardeau, Missouri. At least three crew members were killed and several others were severely injured.</text>

              <text>&lt;p&gt;Samuel G. Harbaugh was sixty years old when he was appointed State Librarian. His career included time as a merchant and then superintendent of a Lutheran Sunday school. In the &lt;em&gt;Annual Report of the Commissioners of the Ohio State Library for 1862&lt;/em&gt;, State Library Commissioners Governor David Tod, Secretary of State W. S. Kennon, and Harbaugh complained of a lack of space and described government documents loosely laid on top of cases because the shelves were overcrowded. As a result, the library was appropriated $200 for additional shelving. In 1862, Harbaugh reported 25,400 volumes in the general and law library collections of the State Library. By 1870, there were 34,230. After a $12,000 appropriation for 1873, the library was expanded with alcoves and shelving. Harbaugh continued the work of his predecessor, creating a catalogue of all of the bound volumes with their proper classification and placement in the alcoves. As his age progressed and his health declined, he appointed his daughter Mary as Assistant Librarian. She held that position from 1869 to 1886. Until this time, women were not common in the library field and Mary was one of the first female librarians in Ohio.&lt;/p&gt;</text>

              <text>&lt;p&gt;Walter C. Hood was a Deputy United States Marshal of the Southern District of Ohio and a 1860 census worker in Ohio before Governor William Allen him appointed  State Librarian. On March 26, 1874, Governor Allen appropriated an $1,800 annual salary for the State Librarian. Hood was known as a newspaper editor and credited with launching the &lt;em&gt;Portsmouth Times&lt;/em&gt;. State Library Commissioners Governor W. Allen, Secretary of State A. T. Wikoff, and Hood praised the cataloging work of William Holden and Miss Harbaugh in the &lt;em&gt;Annual Report of the Commissioners of the Ohio State Library for 1874&lt;/em&gt;. They also requested authority to expend a balance of $2,964, left from the $12,000 appropriation in 1873, to enlarge the library’s skylight and cover the floor with carpeting. On February 4, 1875, Hood became the second State Librarian to die while in office. The year before his death, he wrote down his wishes for his funeral, and the note was found in his office at the State Library following his death.  His personal burial requests were to be placed in a plain wood coffin and carried on a wooden frame by a group of men, and that no funeral notices or unnecessary expenses occur. &lt;/p&gt;</text>

              <text>During Hiram H. Robinson’s term as State Librarian, improvements to the collections, cataloging, and the printing and distribution of catalogs continued. The ceiling was remodeled and admired for its artistic appearance. The enlarged skylight provided greater light and ventilation in the library. Prior to being State Librarian, Robinson was the first State Printer of California, editor and principal owner of the &lt;em&gt;Cincinnati Enquirer&lt;/em&gt;, and in 1855 he was the first United States Marshal in the Southern District of Ohio. As a U.S. Marshal, he was directly involved in the slavery case of Margaret Garner. Under federal law, he escorted Garner and her family back to slave handlers in Kentucky after her trial.  State government disapproved of the Garners being sent back and charged Robinson with contempt of court and placed him in jail. The state believed he went against a court ruling by taking the Garners out of local custody. Robinson referred to the order stating he was following the federal Fugitive Slave Act.  He was later cleared and continued to serve as U.S. Marshal until his resignation in October 1856. More than a century later, author Toni Morrison was inspired by the case. She received the Pulitzer Prize in 1988 for &lt;em&gt;Beloved&lt;/em&gt;, a historical novel loosely based on events from the Garner case.</text>

              <text>&lt;p&gt;Henry V. Kerr was a teacher, county school superintendent, and county recorder before he purchased and became the editor of &lt;em&gt;The Clermont Sun&lt;/em&gt; in 1864. Kerr was appointed as State Librarian at the end of his term as an Ohio Senator.  In 1880, the library purchased the Arthur St. Clair papers. St. Clair was the Governor of the Northwest Territory from 1788 to 1802. Many of the papers were damaged and in some cases only fragments remained. While in the care of the State Librarian, it was discovered that forty-four letters from General George Washington, relating to several revolutionary campaigns and affairs of the Northwest Territory, were among the papers. The State Library Commissioners recommended publishing the papers in order to preserve the documents while making their contents accessible. Kerr fell ill while working in the library in March 1881 and requested Assistant Librarian Mary Harbaugh to return to the library that day so he could go home.  He passed away the next day.&lt;/p&gt;</text>

              <text>&lt;p&gt;Joseph H. Geiger was an attorney, Pickaway County Prosecuting Attorney, general in the Ohio Militia, Ohio Senator, and briefly served as a clerk of the United States courts in Cincinnati before his appointment as State Librarian. Geiger was known for his charming personality and oratorical skill, but also for his odd and eccentric ways. As a political appointee of Governor Charles Foster, Geiger had his opponents. One went so far as to claim the library was in such a filthy condition that it kept visitors away. However, the &lt;em&gt;Annual Report of the Commissioners of the State Library for 1882&lt;/em&gt;, stated the library was now a source of pride. “We believe the library has never been in a better condition than now. It is clean, books all carefully arranged, and visitors are well accommodated. We recommend an appropriation for new furniture, and if a new carpet were finished in addition, our State Library would equal, if not excel, any State Library in the Union.” The report also noted an increase in students from Ohio State University using the library. Following his death, Geiger’s obituary read, “There was but one mould when he was born and thereafter broken. He died leaving none to rival or imitate him.”&lt;/p&gt;</text>

              <text>&lt;p&gt;Howard L. Conard had a background in journalism and was editor of the &lt;em&gt;Mansfield News&lt;/em&gt; prior to his term as State Librarian. His interest in literature was reflected in his efforts to increase its representation in the collection. The &lt;em&gt;Annual Report of the Commissioners of the Ohio State Library for 1883&lt;/em&gt; stated, “In the purchase of books during the year, an effort was made to select such literature as would add to the already high character of the Library as a reference Library, and increase its value to the people of the State as a repository of scientific, historical, and biographic works, not ordinarily found in private or circulating libraries.” Conard was later known for writing non-fiction books about the American West. His best known work, &lt;em&gt;Uncle Dick Wootton, the pioneer frontiersman of the Rocky Mountain region&lt;/em&gt;, was published in 1890 and is considered a classic piece of literature in detailing the history of the western United States. Conard interviewed Richens Lacy “Uncle Dick” Wootton to create the biography. In addition to writing numerous non-fiction works, Conard also delved into fiction with his book &lt;em&gt;Reconstructing Eden&lt;/em&gt; in 1909, which incorporate themes of social conduct, drinking, and temptation from evil.&lt;/p&gt;</text>

              <text>&lt;p&gt;Hamilton W. Pierson was a Presbyterian minister and author of numerous books before his service in Ohio as State Librarian. Originally, he aspired to be a foreign missionary, but due to his poor health he became a traveling minister for the American Bible Society. He served as President of Cumberland College in Princeton, Kentucky from 1858 to 1860. In 1869, he was forced out of Georgia by the Ku Klux Klan for his humanitarian efforts to help people recently freed from slavery. Pierson wrote about his experiences as a traveling minister in his book, &lt;em&gt;Into the Brush: Old-Time Social, Political, and Religious Life in the Southwest&lt;/em&gt;, published in1881. In the &lt;em&gt;Annual Report of the Commissioners of the State Library for 1885&lt;/em&gt;, a letter to the people from Pierson was included as an appendix. He wrote, “There are hundreds of invaluable books written by Ohio authors, either native or resident, that I do not find on our catalog. I think a just State pride should impel an early collection of all such books in the State Library, both for our own reputation, and for the benefit of present and succeeding generations.”&lt;/p&gt;</text>

              <text>&lt;p&gt;Francis B. Loomis held positions as a reporter and Republican Party correspondent. In 1885, he was dispatched by the &lt;em&gt;Philadelphia Press&lt;/em&gt; to cover Joseph B. Foraker’s  successful gubernatorial campaign in Ohio. Governor Foraker then appointed Loomis as State Librarian in 1886.  The &lt;em&gt;Annual Report of the Commissioners of the Ohio State Library for 1886&lt;/em&gt; reflects his interest in preservation in this statement, “An effort is being made by the Librarian to secure a complete file of all the newspapers published in Ohio, in order that a record of current history may be kept at a central point, accessible to all persons.” Loomis made many connections in Ohio and was selected by William McKinley to work for his presidential campaign in 1896. He was appointed by President William McKinley as U.S. Ambassador to Venezuela in 1897 and to Portugal in 1901.  Other federal positions held by Loomis included U.S. Assistant Secretary of State from 1903 to 1905, and as a special ambassador for various foreign trips around the world.&lt;/p&gt;</text>

              <text>&lt;p&gt;John M. Doane was city editor of the &lt;em&gt;Ohio State Journal&lt;/em&gt; before he served two years as Assistant State Librarian for Francis B. Loomis. He was appointed State Librarian in 1887 by Governor Joseph B. Foraker. His time as State Librarian was uneventful. From 1891 to 1898, Doane was the city clerk of Columbus. Unlike his term as State Librarian, Doane’s time as a city clerk was tarnished by corruption and scandal. In 1894, he was arrested for jury tampering in the case of W. Z. McDonald, whom he favored. Four years later he abruptly left town with his family. When he was found looking for employment in Cincinnati, he claimed that he had resigned his position as City Clerk.  Doane was accused of fraud for writing fake checks. After not finding work in Cincinnati, he traveled to Pittsburgh where he returned to newspaper work. He was a night editor for the &lt;em&gt;Pittsburgh Dispatch&lt;/em&gt; and then copy editor for the &lt;em&gt;Detroit Free Press&lt;/em&gt;. In 1933, Doane died after being struck down repeatedly by three cars while walking across the street in Detroit.&lt;/p&gt;</text>

              <text>As the second State Librarian, John McElvain also recorded books in the accession register as they were purchased by the Governor. The seventeenth General Assembly (1818 – 1819) authorized Governor Ethan Allen Brown to purchase copies of Binns’ edition of the Declaration of Independence, extended library privileges to judges of courts of common pleas starting in 1818, and appropriated $1,000 to purchase books in 1819. McElvain held a number of political positions during his lifetime. He served two non-consecutive terms as Franklin County Sheriff, the first one during his position as State Librarian.  McElvain served as an Indian agent for many years under the Administration of President Andrew Jackson. In this role, and as outlined in the 1830 Indian Removal Act, McElvain assisted with negotiations to move Ohio Native American tribes out of the state. The Seneca, Delaware, and Ottawa tribes moved across the Mississippi River in 1832 and 1837. The Wyandots refused to move West but they eventually reached an agreement and ceded their lands in 1842. After leaving his position, McElvain served two non-consecutive terms as the Director of the Ohio Penitentiary.</text>

              <text>&lt;p&gt;William G. Sibley may have held the shortest term of office of any State Librarian in Ohio. Governor Joseph B. Foraker nominated Sibley for the office, but the Ohio Senate would not confirm his appointment. He was finally appointed on January 7, 1890 for a term that had commenced on December 1, 1889. A record of his resignation was not discovered, but the next State Librarian was nominated on February 19, 1890.  Financial statements for 1889-90 show Sibley being paid $62.50 on December 14, 1889; $125 on January 15, 1890; and on February 20, 1890 he was paid $125 and $26.76. Sibley returned to his work as a newspaperman and founded the &lt;em&gt;Gallipolis Daily Tribune&lt;/em&gt;. He finished his career as a columnist for the &lt;em&gt;Chicago Journal of Commerce&lt;/em&gt; and was also a published author. His works include T&lt;em&gt;he Story of Freemasonry in 1913, The French Five Hundred: And Other Papers..., in 1923&lt;/em&gt;, and &lt;em&gt;Along the highway with W. G. Sibley; extracts from a column under this title appearing in the Chicago journal of commerce from January 26, 1924 to January 30, 1935&lt;/em&gt; in 1935.&lt;/p&gt;</text>

              <text>&lt;p&gt;John C. Tuthill worked as a clerk in the United States Post Office in Lancaster, Ohio and managed a bookstore before he became active in politics. He was friends with James E. Campbell and helped with his successful Ohio gubernatorial campaign. In turn, Governor Campbell awarded Tuthill with the State Librarian appointment. There was great appreciation expressed in the &lt;em&gt;Annual Report of the Commissioners of the Ohio State Library for 1891&lt;/em&gt; for the newly installed electrical lighting in the Ohio Statehouse, “At night-time, the books in the alcoves can now be examined with pleasure and satisfaction.”  Tuthill became ill in 1891 and was unable to attend to his duties for most of the year.  His health improved in early 1892, but he was pressured to resign by Joseph Smith. Smith had been promised the position of State Librarian by the newly elected Governor William McKinley. Tuthill died the same year while still holding the position.&lt;/p&gt;</text>

              <text>&lt;p&gt;Joseph P. Smith’s career was devoted to newspapers, writing, and politics. He was a special correspondent for the &lt;em&gt;Cincinnati Commercial &lt;/em&gt;and traveled around Ohio in 1876 covering politics in congressional districts. Smith formed a lasting friendship with William McKinley during this time. He was elected Journal Clerk of the Senate in the sixty-fifth General Assembly and briefly served as a clerk in the Roster department of the State Adjutant General Office. Smith edited several newspapers throughout his career including the &lt;em&gt;Citizen&lt;/em&gt;, the first Ohio newspaper to endorse McKinley as the gubernatorial candidate of the Republican Party. McKinley lost the first campaign, but after his victory in 1891, he appointed Smith as State Librarian. Smith served for four years until his resignation in 1896 to take a confidential position in McKinley’s presidential campaign. Shortly afterward, President McKinley appointed Smith as Director of the Bureau of American Republics. Smith died in office one year later. He compiled and published &lt;em&gt;McKinley, the People’s Choice; His Eloquent and Effective Responses: The Congratulations of the Country, the Calls of Delegations at Canton, the Addresses by Them in 1896 and the History of the Republican Party in Ohio&lt;/em&gt; in 1898.&lt;/p&gt;</text>

              <text>&lt;p&gt;The passage of the Garfield Library Law of 1896 changed the State Library’s governing structure to form a new Board of Library Commissioners, whose members were appointed by the Governor. The new board hired Charles B. Galbreath as State Librarian. He propelled the State Library into an era of innovation and professionalism. Galbreath  started the Traveling Library program in 1896 to deliver books to communities without library service. In the &lt;em&gt;Annual Report of the Library Commissioners of the Ohio State Library for 1896&lt;/em&gt;, he reported work on classification of the U.S. Government Publications in accordance with the Superintendent of Documents in Washington, D.C.; implementing a subject classification using the Dewey Decimal System; and the publication of the library catalog which had not been issued since 1875.  Galbreath was a history scholar, educator, and prolific writer.  He served two non-consecutive terms as State Librarian. The position was still a political appointment and his terms followed changes in government leadership. In 1927, Governor A. Victor Donahey vetoed the State Library’s appropriations and the library closed. Galbreath returned as State Librarian, and along with some other staff members, reopened and kept the library open for eighteen months without funding.&lt;/p&gt;</text>

              <text>&lt;p&gt;Herbert S. Hirshberg was the first professional librarian to serve as State Librarian of Ohio. He earned a Bachelor of Arts from Harvard University and Bachelor of Library Science from New York State Library School at Albany. Before his tenure as State Librarian, Hirshberg was Director of Toledo Public Library and worked in multiple library systems, including the Library of Congress, Boston Public Library, New York State Library, Carnegie Library of Pittsburgh, and Cleveland Public Library. As State Librarian, Hirshberg increased book appropriations to better serve rural residents via direct mail and traveling library programs. He hired staff with professional credentials and library experience, including a children’s librarian to advise libraries on children’s programs, and a library organizer to improve support for small libraries. Hirshberg was dismissed in 1927, after the library was closed due to lack of funding. He was the Director of the Akron Public Library, and Professor, Dean and then Director of Libraries at Western Reserve University from 1929 to 1943. Hirshberg was active in the Ohio Library Association, serving as president from 1917 to 1918. He also served on the council and executive boards of the American Library Association.&lt;/p&gt;</text>

              <text>&lt;p&gt;Paul A. T. Noon was the second professional librarian to lead the State Library. Prior to his appointment as State Librarian, he held Assistant Librarian positions in his college libraries while earning degrees from New York University, Ohio State University, and Columbia University School of Library Service. At the time of his appointment, the State Library was closed while moving to the Ohio Departments State Office building. At his first meeting with the State Library Board, Noon reported a library in disarray, a staff with no library training, and no book purchases or subscriptions to periodicals for the past three years. He quickly organized the library and implemented many improvements in public relations and library services, including his involvement in the creation of the Ohio union catalog and development of sixty-nine county-wide extension services for housing and circulating books.  By 1939, the library had twenty-six full-time and four part-time staff, of which fourteen were graduates of accredited library schools. Noon helped garner state aid in Ohio for public libraries and held numerous leadership positions in state and national library associations throughout his career. After the State Library, Noon continued working in libraries and teaching, finishing his career as an Assistant Professor for the School of Library Science at Kent State University.&lt;/p&gt;</text>

              <text>David S. Broderick was appointed State Librarian on December 6, 1819 and began his position in 1820. Like his predecessors, Broderick earned two dollars a day during the Legislative session. He was the first State Librarian to die in office. Columbus and much of the nation suffered through a yellow fever epidemic in 1823, and Broderick was one of the many that perished. After his death, it was discovered that some books and pamphlets were missing from the library. An Ohio House committee concluded that extra keys to the library were made and left in the entry door during the legislative recess.  As a result, the library remained open when the Legislature was on recess and the State Librarian’s salary was adjusted accordingly. Broderick’s place in history is associated with the founding of Columbus City government and one of the earliest taverns in Ohio. In 1815, he built and opened the Columbus Inn on the southeast corner of High and Town Streets.  In 1816, the Ohio General Assembly passed the Act to incorporate the town of Columbus in the county of Franklin, which designated the Columbus Inn as the first meeting place of qualified electors of Columbus to elect a city council.</text>

              <text>Walter T. Brahm earned a Bachelor of Library Science from the Adelbert College of Western Reserve University School of Library Science. When he was appointed State Librarian in 1942, Brahm was the Assistant Director of the Toledo Lucas County Public Library. His accomplishments include the 1947 revision of library laws, strengthening county libraries, advancing mobile library services, and establishing regional library service centers. During his tenure, the State Library became the administering agency for the federal Library Services Act (LSA) of 1956, and was designated a full Regional Depository Library for federal documents. In 1959, the Ohio Library Association honored Brahm with the Ohio Librarian of the Year award for his leadership in establishing bookmobile services in rural areas of Ohio. Brahm resigned in 1963, amid speculation that the Little Hoover Commission would recommend closing the library. Next, he became the State Librarian of Connecticut and was instrumental in founding the New England Document Conservation Center, the nation’s first non-profit independent conservation laboratory. It was later renamed the &lt;a href="https://www.nedcc.org/"&gt;Northeast Document Conservation Center&lt;/a&gt;. In 1978, Brahm was honored as an Ohio Library Association Hall of Fame Librarian.</text>

              <text>Ruth Hess had a Bachelor of Arts from Ohio State University, attended graduate school at Wellesley College, and earned a Bachelor of Science in Library Science from the University of Illinois Library School. Her library career began in Ohio as a library project supervisor in Sandusky and later in Columbus through the Works Projects Administration. She served the Ohio library community at the State Library for over thirty years. Hess headed the Circulation department and federal Library Services Act (LSA) and Library Services and Construction Act (LSCA) programs. When the former State Librarian resigned in 1963, Ruth Hess was appointed Acting State Librarian. She held the position until 1966. Although her tenure as State Librarian was considered temporary, Hess served longer and with greater distinction than several other State Librarians. Her work led to the passage of legislation for the Ohio Library Development Plan, which expanded the role of the federal LSCA program to include new programs in interlibrary cooperation, services to state agencies, and services to the physically disabled. In 1976, Hess retired and received high praise and appreciation from the State Library Board, staff, state government, and Ohio library community. In 1976, she was named an Ohio Library Association Hall of Fame Librarian.</text>
