              <text>&lt;p&gt;William G. Sibley may have held the shortest term of office of any State Librarian in Ohio. Governor Joseph B. Foraker nominated Sibley for the office, but the Ohio Senate would not confirm his appointment. He was finally appointed on January 7, 1890 for a term that had commenced on December 1, 1889. A record of his resignation was not discovered, but the next State Librarian was nominated on February 19, 1890.  Financial statements for 1889-90 show Sibley being paid $62.50 on December 14, 1889; $125 on January 15, 1890; and on February 20, 1890 he was paid $125 and $26.76. Sibley returned to his work as a newspaperman and founded the &lt;em&gt;Gallipolis Daily Tribune&lt;/em&gt;. He finished his career as a columnist for the &lt;em&gt;Chicago Journal of Commerce&lt;/em&gt; and was also a published author. His works include T&lt;em&gt;he Story of Freemasonry in 1913, The French Five Hundred: And Other Papers..., in 1923&lt;/em&gt;, and &lt;em&gt;Along the highway with W. G. Sibley; extracts from a column under this title appearing in the Chicago journal of commerce from January 26, 1924 to January 30, 1935&lt;/em&gt; in 1935.&lt;/p&gt;</text>

              <text>&lt;p&gt;John C. Tuthill worked as a clerk in the United States Post Office in Lancaster, Ohio and managed a bookstore before he became active in politics. He was friends with James E. Campbell and helped with his successful Ohio gubernatorial campaign. In turn, Governor Campbell awarded Tuthill with the State Librarian appointment. There was great appreciation expressed in the &lt;em&gt;Annual Report of the Commissioners of the Ohio State Library for 1891&lt;/em&gt; for the newly installed electrical lighting in the Ohio Statehouse, “At night-time, the books in the alcoves can now be examined with pleasure and satisfaction.”  Tuthill became ill in 1891 and was unable to attend to his duties for most of the year.  His health improved in early 1892, but he was pressured to resign by Joseph Smith. Smith had been promised the position of State Librarian by the newly elected Governor William McKinley. Tuthill died the same year while still holding the position.&lt;/p&gt;</text>

              <text>&lt;p&gt;Joseph P. Smith’s career was devoted to newspapers, writing, and politics. He was a special correspondent for the &lt;em&gt;Cincinnati Commercial &lt;/em&gt;and traveled around Ohio in 1876 covering politics in congressional districts. Smith formed a lasting friendship with William McKinley during this time. He was elected Journal Clerk of the Senate in the sixty-fifth General Assembly and briefly served as a clerk in the Roster department of the State Adjutant General Office. Smith edited several newspapers throughout his career including the &lt;em&gt;Citizen&lt;/em&gt;, the first Ohio newspaper to endorse McKinley as the gubernatorial candidate of the Republican Party. McKinley lost the first campaign, but after his victory in 1891, he appointed Smith as State Librarian. Smith served for four years until his resignation in 1896 to take a confidential position in McKinley’s presidential campaign. Shortly afterward, President McKinley appointed Smith as Director of the Bureau of American Republics. Smith died in office one year later. He compiled and published &lt;em&gt;McKinley, the People’s Choice; His Eloquent and Effective Responses: The Congratulations of the Country, the Calls of Delegations at Canton, the Addresses by Them in 1896 and the History of the Republican Party in Ohio&lt;/em&gt; in 1898.&lt;/p&gt;</text>

              <text>&lt;p&gt;The passage of the Garfield Library Law of 1896 changed the State Library’s governing structure to form a new Board of Library Commissioners, whose members were appointed by the Governor. The new board hired Charles B. Galbreath as State Librarian. He propelled the State Library into an era of innovation and professionalism. Galbreath  started the Traveling Library program in 1896 to deliver books to communities without library service. In the &lt;em&gt;Annual Report of the Library Commissioners of the Ohio State Library for 1896&lt;/em&gt;, he reported work on classification of the U.S. Government Publications in accordance with the Superintendent of Documents in Washington, D.C.; implementing a subject classification using the Dewey Decimal System; and the publication of the library catalog which had not been issued since 1875.  Galbreath was a history scholar, educator, and prolific writer.  He served two non-consecutive terms as State Librarian. The position was still a political appointment and his terms followed changes in government leadership. In 1927, Governor A. Victor Donahey vetoed the State Library’s appropriations and the library closed. Galbreath returned as State Librarian, and along with some other staff members, reopened and kept the library open for eighteen months without funding.&lt;/p&gt;</text>

              <text>&lt;p&gt;John H. Newman’s appointments were purely political. His first term as State Librarian, and the ousting of Galbreath, drew the consternation of many in the Ohio library community. A priority of politics over qualifications became so obvious that his last appointment incited protests by many, including leaders in the Ohio Library Association.  Newman was orphaned as a child in Alabama during the early stages of the Civil War. He befriended Union Army soldiers and followed them north where he found a home in Ohio. He earned a Bachelor of Arts at the National Normal University and spent fifteen years as a teacher.  He left teaching to work for the railroad and then he was appointed secretary for the managers of the Ohio Penitentiary.  He was nominated, but not elected, as Ohio Secretary of State at the same time as the successful gubernatorial campaign of Governor Judson Harmon. Governor Harmon appointed Newman as Chief Assistant State Fire Marshal and then as State Librarian. He reported improvements to the legislative department of the library, and concerns about limited space for the growing collections and fire dangers were stated in the &lt;em&gt;1911 Annual Report of the State Librarian to the Governor of the State of Ohio&lt;/em&gt;.&lt;/p&gt;</text>

              <text>&lt;p&gt;Herbert S. Hirshberg was the first professional librarian to serve as State Librarian of Ohio. He earned a Bachelor of Arts from Harvard University and Bachelor of Library Science from New York State Library School at Albany. Before his tenure as State Librarian, Hirshberg was Director of Toledo Public Library and worked in multiple library systems, including the Library of Congress, Boston Public Library, New York State Library, Carnegie Library of Pittsburgh, and Cleveland Public Library. As State Librarian, Hirshberg increased book appropriations to better serve rural residents via direct mail and traveling library programs. He hired staff with professional credentials and library experience, including a children’s librarian to advise libraries on children’s programs, and a library organizer to improve support for small libraries. Hirshberg was dismissed in 1927, after the library was closed due to lack of funding. He was the Director of the Akron Public Library, and Professor, Dean and then Director of Libraries at Western Reserve University from 1929 to 1943. Hirshberg was active in the Ohio Library Association, serving as president from 1917 to 1918. He also served on the council and executive boards of the American Library Association.&lt;/p&gt;</text>

              <text>&lt;p&gt;After eighteen months of keeping the library open with no funds and under the leadership of State Librarian Charles B. Galbreath, the State Library reopened in 1929 after Governor Myers Y. Cooper took office and approved the appropriations. George E. McCormick was endorsed by Governor Cooper and then appointed State Librarian by the State Library Board.  McCormick was another newspaperman, having worked for the &lt;em&gt;Marion Star&lt;/em&gt;, first as reporter and then editor from 1901 to 1926. He was the editor of the &lt;em&gt;Lima Star&lt;/em&gt; until his appointment as State Librarian. The &lt;em&gt;Annual Report of the Ohio State Library Feb. 8 to Nov. 15, 1929 &lt;/em&gt;begins, “When the State Librarian assumed office on February 1 of this year, he was faced with a problem somewhat like the physician who takes over the case of a patient after a long illness. Rebuilding and rejuvenating the whole system was found to be necessary.” After detailed descriptions of each department’s role and services provided by the library, McCormick ended the report stating, “With an eye single to the goal of improved service for the greatest number, we are sure beneficial results will follow the simple application of sane business methods combined with library technique and vision.”&lt;/p&gt;</text>

              <text>&lt;p&gt;Paul A. T. Noon was the second professional librarian to lead the State Library. Prior to his appointment as State Librarian, he held Assistant Librarian positions in his college libraries while earning degrees from New York University, Ohio State University, and Columbia University School of Library Service. At the time of his appointment, the State Library was closed while moving to the Ohio Departments State Office building. At his first meeting with the State Library Board, Noon reported a library in disarray, a staff with no library training, and no book purchases or subscriptions to periodicals for the past three years. He quickly organized the library and implemented many improvements in public relations and library services, including his involvement in the creation of the Ohio union catalog and development of sixty-nine county-wide extension services for housing and circulating books.  By 1939, the library had twenty-six full-time and four part-time staff, of which fourteen were graduates of accredited library schools. Noon helped garner state aid in Ohio for public libraries and held numerous leadership positions in state and national library associations throughout his career. After the State Library, Noon continued working in libraries and teaching, finishing his career as an Assistant Professor for the School of Library Science at Kent State University.&lt;/p&gt;</text>

              <text>Walter T. Brahm earned a Bachelor of Library Science from the Adelbert College of Western Reserve University School of Library Science. When he was appointed State Librarian in 1942, Brahm was the Assistant Director of the Toledo Lucas County Public Library. His accomplishments include the 1947 revision of library laws, strengthening county libraries, advancing mobile library services, and establishing regional library service centers. During his tenure, the State Library became the administering agency for the federal Library Services Act (LSA) of 1956, and was designated a full Regional Depository Library for federal documents. In 1959, the Ohio Library Association honored Brahm with the Ohio Librarian of the Year award for his leadership in establishing bookmobile services in rural areas of Ohio. Brahm resigned in 1963, amid speculation that the Little Hoover Commission would recommend closing the library. Next, he became the State Librarian of Connecticut and was instrumental in founding the New England Document Conservation Center, the nation’s first non-profit independent conservation laboratory. It was later renamed the &lt;a href="https://www.nedcc.org/"&gt;Northeast Document Conservation Center&lt;/a&gt;. In 1978, Brahm was honored as an Ohio Library Association Hall of Fame Librarian.</text>

              <text>Ruth Hess had a Bachelor of Arts from Ohio State University, attended graduate school at Wellesley College, and earned a Bachelor of Science in Library Science from the University of Illinois Library School. Her library career began in Ohio as a library project supervisor in Sandusky and later in Columbus through the Works Projects Administration. She served the Ohio library community at the State Library for over thirty years. Hess headed the Circulation department and federal Library Services Act (LSA) and Library Services and Construction Act (LSCA) programs. When the former State Librarian resigned in 1963, Ruth Hess was appointed Acting State Librarian. She held the position until 1966. Although her tenure as State Librarian was considered temporary, Hess served longer and with greater distinction than several other State Librarians. Her work led to the passage of legislation for the Ohio Library Development Plan, which expanded the role of the federal LSCA program to include new programs in interlibrary cooperation, services to state agencies, and services to the physically disabled. In 1976, Hess retired and received high praise and appreciation from the State Library Board, staff, state government, and Ohio library community. In 1976, she was named an Ohio Library Association Hall of Fame Librarian.</text>

Shubert began his library career as a reference and documents librarian at the Nevada State Library, and then served as Nevada State Librarian for over ten years. Just prior to becoming State Librarian of Ohio, Shubert was Assistant Director of the American Library Association International Relations Office. In 1977, he became the New York State Librarian and Assistant Commissioner for Libraries. His service to Ohio was highlighted in the September 22, 1977 issue of &lt;em&gt;News from the State Library of Ohio&lt;/em&gt;, “Under Shubert’s leadership the State Library has automated cataloging and book preparation, installed teletype and microform equipment to speed interlibrary loan service, and reoriented library services for state government.” His work in promoting the significance of State Libraries nationally led to his designation as an Ohio Library Association Hall of Fame Librarian and a State Librarian Emeritus by the New York State Board of Regents. He was also honored with the ALA Association for Specialized and Cooperative Library Agencies Division Exceptional Achievement Award.&lt;/p&gt;</text>

              <text>&lt;p&gt;Significant progress in library operations, resource sharing and collaborations, and use of technology occurred while Richard M. Cheski was State Librarian. He led initiatives such as library automation, replacing the card catalog with a computerized system shared with Ohio State University Libraries, implementing a LAN (local area network) for internal operations and email systems, providing access to electronic databases and providing online access to federal legislative materials through the U.S. Government Printing Office (GPO). While Cheski was State Librarian, the State Library participated in the development of OhioLINK and became a charter member of the organization. Earlier, he was the Director of the Colorado State Library, Assistant Commissioner of Library Services at the Colorado State Department of Education, Director of Oceanside Public Library (NY), Director of Alliance Public Library (OH), Assistant Director of Columbus Public Library (OH), and Assistant State Librarian of Ohio. In 1972, while serving as Assistant State Librarian in Ohio, Cheski became a founding member of the Ohio Humanities Council.  Today, the organization provides grant funding, oversees organization-developed programs, and promotes the field of humanities in Ohio by collaborating with the state’s educational and cultural heritage institutions.&lt;/p&gt;</text>

Lucas earned a Bachelor of Arts in Telecommunications and worked as a Library Assistant at the Stark County District Library before earning a Master of Library Science (MLS) from Kent State University (KSU). While pursuing his MLS, Lucas worked as a student assistant at KSU Libraries and then devoted his career to library service at the State Library of Ohio. In 1978, he was hired as a reference librarian in the Information Resources and Services division. By 1980, he was a State Government Specialist and Assistant Head of Reference Services. Lucas was promoted to Head of Reference and Information Services in 1988, and in 1994, he was Deputy State Librarian for Library Services responsible for planning and directing the operations of the Research Services, Automated Loan Services, and Technical Services departments.  During his eight years as State Librarian, Lucas led many initiatives and projects including the use of federal Library Services and Technology Act (LSTA) funds for new and innovative programming, the advancement of statewide resource sharing among Ohio libraries, and increased collaboration of library organizations in Ohio. Most notable was his leadership in the historical physical move of the State Library to its current location.&lt;/p&gt;</text>

              <text>&lt;p&gt;Joanne M. Budler was Deputy State Librarian of the Library of Michigan when she accepted the position as State Librarian of Ohio. Earlier in her career, Budler was  Director of Network Services of the Nebraska Library Commission and worked for the Nebraska Legislative Reference Library and Lincoln City Libraries. She holds both a Master of Library Science and Master of Fine Arts in Writers’ Workshop from the University of Iowa. As State Librarian of Ohio, Budler led several open source software solutions initiatives such as accessibility for visually impaired users to the virtual online reference service KnowItNow24X7, initiating a shared centralized integrated library system pilot program, and the collaborative development of a statewide resource sharing solution. Budler was instrumental in the relocation of the Kent State University School of Library and Information Science Columbus program to the State Library of Ohio in 2008. In 2010, she assumed her current position as State Librarian of Kansas. In 2013, Budler was recognized as Library Journal’s Librarian of the Year for her work raising awareness and ensuring platform-neutral access for libraries to licensed ebooks and her work to provide library access to self-published works by local authors.&lt;/p&gt;</text>

Cain earned a Master of Public Administration and a Master of Library Science from Kent State University (KSU) and holds a Bachelor of Music from the University of Akron.   She received the 2012 Friend of the Year Award from the KSU School of Library and Information Science and the Diana Vescelius Memorial Award from the Ohio Library Council in 1992. Cain has been a member or chairperson to numerous local, state, and national committees, including Ohio Library Council, American Library Association, and Public Library Association. She currently serves on the Public Policy and Research &amp;amp; Statistics committees in the Chief Officers of State Library Agencies organization. As State Librarian, Cain has positioned the library as a leader and exemplary partner in collaborative efforts with Ohio’s libraries with programs such as the Ohio Digital Library, Serving Every Ohioan (SEO) Consortium, Guiding Ohio Online, Statewide Delivery, Regional Digitization Hubs, and the Ohio Digital Network, and use of federal LSTA grants to assist libraries joining library consortia.&lt;/p&gt;</text>

              <text>Mildred Sandoe (April 20, 1900-February 23, 1994) was not the first library organizer at the State Library of Ohio but was the one most remembered. Sandoe wrote &lt;em&gt;The County Library Primer,&lt;/em&gt; used by many library directors and board to develop their service on a county-wide basis. &lt;br /&gt;&lt;br /&gt;Mildred Sandoe began her career at the Dayton Pubic Library in the early 1920s. There she met Helen Hooven Santmeyer, author of &lt;em&gt;And Ladies of the Club&lt;/em&gt;, who was also working there. The two became life-long friends. &lt;br /&gt;&lt;br /&gt;Sandoe became the director of the Grandview Heights Public Library in 1924. In 1931she went on to become director of what is now the Mansfield Richland County Public Library. She began the library’s first bookmobile program with five city stops and 75 county school stops. &lt;br /&gt;&lt;br /&gt;As the State Library Organizer, Sandoe worked with libraries throughout Ohio, developing county-wide library services, including bookmobile programs. She is recognized by the Auglaize County Libraries, the Perry County District Library, and the Lorain Public Library for her assistance in helping them become county library systems and receive state aid. &lt;br /&gt;&lt;br /&gt;Mildred Sandoe was a consultant for a 1964 study of library services for the state of New Jersey. &lt;br /&gt;&lt;br /&gt;She was inducted into the Ohio Library Council’s Librarian’s Hall of Fame in 1972.</text>

              <text>In 1817, The United States consisted of 19 states, and Ohio had been a state for only fourteen years. The capital had moved several times, but had settled on a new site, Columbus, only the year before. When the state library was established in the building that housed the state offices, High Street in front of the building, was still dirt and mud. In fact, an early state library budget included funds for gravel for the street! Changes in budgeted items have reflected the changes in the services and programs of the library throughout its 200 years.&lt;br /&gt;&lt;br /&gt;The first session of the Ohio legislature held in Columbus was in December, 1816.  On December, 2, 1816, the General Assembly of Ohio appropriated $3,500 to Governor Thomas Worthington as a contingent fund.  In early 1817 Governor Worthington traveled to Pennsylvania to investigate the new practices for state penitentiaries and other state institutions that had been put into practice.  While in Harrisburg, he purchased 509 books from the &lt;a href="https://blogs.loc.gov/loc/2014/09/mathew-carey-1760-1839-philadelphia-publisher-and-provocateur/"&gt;Mathew Carey &amp;amp; Son Publishing Company&lt;/a&gt;.  This would be the beginning of the State Library collection. Worthington presented the collection to the Legislature, December 2, 1817.&lt;br /&gt;&lt;br /&gt;The state library began in a room on the second floor of the first state office building, just above the auditor’s office. David Deshler, the patriarch of the prominent Deshler family of Columbus, built cabinets for the library as one of his first jobs after relocating from Pennsylvania.  &lt;br /&gt;&lt;br /&gt;&lt;p&gt;While one reason for the establishment of the state library was to hold the documents of state government, another was to provide the Legislature with materials to help them do their job.  As with other state libraries of the time, the materials were for the use of the Legislature only. The length of time that a book could be checked out was determined by its size: A folio (12 x 9) could be kept for three weeks; a quarto (9 ½ x 12), for two weeks; and an octavo (6 x 9) or a duodecimo (5 x 7 3/8), for one week.  &lt;br /&gt;&lt;br /&gt;&lt;/p&gt;
&lt;p&gt;The books that had been purchased were selected based on the collection of the Library of Congress.  When the British burned Washington in 1814, 5000 books of the Library of Congress’s collection was lost.  Thomas Jefferson sold more than 6,000 volumes from his collection to the Library of Congress for $23,950.  The principles on which Jefferson built his collection, therefore became the guidelines for the building of the state library’s collection and many other collections as well.  Many of the books were from England and France.  Philosophy, religion, history, were just a few of the topics represented.&lt;br /&gt;&lt;br /&gt; In the early years, state librarians were built primarily through exchanges of documents with other states and gifts.  The law passed by Congress in 1813, authorizing free copies of federal laws, journals, and documents to be distributed to each state,helped the state libraries grow.  Reciprocal agreements eventually included Canada. An 1833 agreement with Maryland provided for the exchanged of court reports.  This is possibly the first exchange of this type between any of the states.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;/p&gt;</text>

              <text>&lt;p&gt;In 1956, the American Foundation for the Blind carried out a survey of library service for the blind.  It recommended that each state should take over the financial responsibility for distribution of book in Braille and talking books either by centralizing service for the state in the state library or paying local libraries to provide it. The State Library Board chose to provide financial support for Cincinnati and Cleveland public libraries to provide the materials on a regional basis as there was not space within the current facilities to house the program.&lt;/p&gt;
&lt;p&gt;In July, 1981, the State Library became Ohio’s distributor of the talking book machines to blind and physically handicapped readers and persons with reading disabilities.  In 1986 the State Library Board appointed the first Consumer Advisory Committee for Ohio’s Library Service to the Blind and Physically Handicapped. The machines are supplied by the Library of Congress National Library Service (NLS). The program’s inventory records were initially contained on 50,000 index cards which the Library computerized. General Electric Volunteers and Telephone Pioneers Repair groups throughout the state repaired the machines through 2013.&lt;/p&gt;
&lt;p&gt;In 2009 the &lt;a href="https://www.loc.gov/nls/index.html"&gt;National Library Service&lt;/a&gt; (NLS) began the transition from talking book analog tape machines to digital talking book players.  The new machines have an USB port and uses flash drives in specialized cartridges.&lt;/p&gt;
&lt;p&gt;The State Library was named the 2010 National Library Services Network of the Year along with the Ohio Library for the Blind and Physically Disabled, Cleveland. The Library &lt;a href="https://library.ohio.gov/using-the-library/services-for-the-blind/"&gt;supplies the service&lt;/a&gt; through sixty-one libraries and other agencies to approximately 14,000 readers in Ohio. &lt;/p&gt;</text>

              <text>By 1939, 18 public libraries in Ohio were operating bookmobiles, circulating 1.5 million books and traveling over 171,000 miles. During the war years, both the services and the production of bookmobiles were in decline.Since their beginning in the early 1900s, bookmobiles have been the most notable library outreach service in the United States.  Bookmobiles got their start in Ohio in 1923, when the Dayton and Montgomery County Public Library began its service.&lt;br /&gt;&lt;br /&gt;The State Library of Ohio's outreach focus remained with the &lt;a href="http://slo200.library.ohio.gov/items/show/7"&gt;Traveling Libraries program&lt;/a&gt; for the first half of the 20th century.  However, the passage of the Library Services Act in 1956 gave a boost to the bookmobile programs throughout Ohio.  The purpose of the federal funds was to aid in the further development of rural library services and in 1957 the State Library awarded Guernsey County District Library a grant to purchase the first bookmobile under this program.  Funds were also awarded to purchase bookmobiles for use in Ashtabula, Holmes, and Ottawa counties.   &lt;br /&gt;&lt;br /&gt;&lt;p&gt;The State Library also used federal funds for two additional bookmobiles to operate from the newly established bookmobile centers to serve rural areas of the state. By 1969, State Library bookmobiles were serving 22 counties.  Southeastern Ohio Regional Library Service Center (SEO) served Noble, Washington, Morgan, Perry, Muskingum, Monroe, Belmont, Guernsey and Harrison counties.  The Northwest Regional Library Center in Napoleon, served Fulton, Defiance and Henry counties. The Central Ohio Bookmobile in Columbus served Union, Champaign, Madison and Fayette counties.  Additional bookmobile units included the Adams-Brown Bookmobile in Winchester, Lawrence County Bookmobile, and the Meigs-Jackson- Vinton Bookmobile.&lt;/p&gt;
&lt;p&gt;By 1973, 60 public libraries in Ohio were providing bookmobile service. In 1970, the Napoleon center had become a Regional Bookmobile Center and in 1980 moved to Bowling Green, Ohio, to be more centrally located.  The center now included Wood County in its service area.&lt;/p&gt;
&lt;p&gt;In January, 1976, the Lawrence County Bookmobile, and the Meigs-Jackson- Vinton Bookmobile were transferred to the Ohio Valley Area Libraries (OVAL) Area Library Service Organization (ALSO) and were operated from Wellston, Ohio.  The Adams-Brown Bookmobile unit began serving Clinton County in 1981 and became the Southwest Bookmobile Center.&lt;/p&gt;
&lt;p&gt;In 1983 collections from Northwest, Southwest centers and SEO were added to the on-line system.  Dial access printer terminals allowed bookmobiles to determine one another’s holdings and enabled state library staff to identify field unit holdings. Also in 1983, new trucks were purchased to serve Fulton, Defiance, Erie, and Wood counties in the northwest, and Adams, Brown, and Clinton counties in the southwest.  In 1984 the Central Ohio Bookmobile Center closed.&lt;/p&gt;
&lt;p&gt;Ohio’s first bookmobile workshop in ten years was held in June, 1985, at Bowling Green State University and brought together librarians to discuss and hear presentations about bookmobile services. The Rural Bookmobile Workshop was the beginning of nine national bookmobile conferences convened by the State Library of Ohio.  The attendance grew from 40 to nearly 300 over the next nine conferences.  Participants came from 40 states, Canadian provinces and Australia.  Quality of service was a topic discussed as was technology, staff training and new concepts in marketing and design.  The focus of the third conference was the development of bookmobiles standards and guidelines. By the seventh conference the “National Bookmobiles Guidelines” were reexamined and updated for accuracy, validity and usefulness.  The State Library hosted its last conference in 1994.&lt;/p&gt;
&lt;p&gt;The Southwest Bookmobile Center which had operated for more than 26 years from a converted theater in Winchester, Ohio, moved to St. Martin, Ohio, in 1985.  SEO served five counties in 1985 through the bookmobile, and Northwest was serving six counties. A total of 16 counties were served through State Library of Ohio bookmobiles in 1985.&lt;/p&gt;
&lt;p&gt;In 1986 Northwest added Ottawa County and leased a new building. SEO’s new automated circulation system became operational in September. In 1987 Northwest received a new bookmobile and now served Fulton, Defiance, Paulding, Erie, Ottawa and Wood counties and in 1989, included Van Wert County in its service area.&lt;/p&gt;
&lt;p&gt;The State Library was serving 17 counties with bookmobiles in 1990 and in 1991 purchased the building it had been leasing for the Southeastern Regional Library Center.&lt;/p&gt;
&lt;p&gt;By 1993 63 Ohio public libraries were providing bookmobile service.&lt;/p&gt;
&lt;p&gt;The Dynix circulation system purchased for SEO in 1993, linked the catalogs of 11 libraries and the two bookmobile centers in northwest and southwest. &lt;/p&gt;
&lt;p&gt;With the increased support of technology, bookmobiles were better able to serve their patrons as they could check availability of materials and reserve them more quickly. However, budget constraints forced the State Library to evaluate its overall services in 1994 and the Northwest Bookmobile Center was closed at the end of year.&lt;/p&gt;
&lt;p&gt;By 1995 the online catalog and circulation system, Dynix, connected bookmobile collections in Adams, Brown, Clinton, Highland, Harrison, Licking, Monroe, Muskingum, Noble, Perry, and Washington counties.&lt;/p&gt;
&lt;p&gt;In 2001, 54 public libraries still had bookmobiles and the State Library contracted with seven libraries for the service. However, in 2002 the Southwest Bookmobile Center closed and that same year SEO stopped its bookmobile service and converted its bookmobile to a mobile lab. A 35 foot bookmobile was retrofitted with equipment including networked computers, digital projector and networked printers.   A wireless bridge connected the mobile center using the local library’s internet connection.  Libraries and state agencies scheduled the lab for several weeks at a time to provide on-site technology training. The lab operated for fourteen years. It was replaced in 2016, with On Demand Technology Training. A trainer with a projector, screen and multiple laptops travels to sites to provide training for library staff patrons, schools, and non-profit organizations.&lt;/p&gt;</text>

                  <text>In the summer of 1917, the State Library of Ohio (then called the Ohio State Library) held a summer library school in conjunction with the Ohio State University.  Organized by State Library staff member Howard Dice, the school offered training to librarians in rural libraries; to school librarians; to library trustees; and to individuals entering into full library programs in the fall.  The school held a second session in 1918, but Mr. Dice was not involved in running the school that year as he had entered into World War 1.  Though he returned safely from the war, he did not organize subsequent sessions and, indeed, no sessions were held after 1918.</text>

              <text>In 1956 the Library Services Act (LSA) was passed, providing federal funds to the states to support library programs. The State Library became the administering agency for the program in Ohio. Once again, the State Library Board proved to be very forward-thinking in their efforts to support libraries, with m any of the efforts that the Board was addressing with state aid now eligible for support with federal funds. &lt;br /&gt;&lt;br /&gt;The LSA was allocated to the states on a formula basis. The State Library submitted a long range program for the improvement of library services in Ohio to the U.S. Office of Education. The long range program was an expansion of the OLDP which had been developed earlier for expanding library services. In 1962 the Library Services Act became the Library Services and Construction Act (LSCA). The LSCA was expanded, authorizing appropriations for new programs in inter-library cooperation, state institutions, and to the physically handicapped. The “C” was added to the new program for construction. The Board arranged for the State Architect’s office to supervise Title II construction of library buildings. The program consisted of three titles-Title I for the continuing extension and improvement of library services to people who were without adequate service; Title II for construction of new or renovated library buildings; and Title III for coordination of resources of various types of libraries. The act and appropriations were renewed over the next thirty- four years. Library directors, staff, local trustees and experts in the given field were invited to serve on the advisory committees convened to address the programming needs of the that particular area of library services and provide the State Library Board with recommendations for the direction of the programs. &lt;br /&gt;&lt;br /&gt;In 1972, Title II for construction was no longer funded through LSCA; however, the 1983 Emergency Jobs Bill revived the construction program and Ohio received $2.7 million in early 1984 for library construction and renovation. Eighteen public libraries were able to benefit from the program. Through the LSCA Title III grant program cooperative efforts were being funded in several metropolitan areas. &lt;br /&gt;&lt;br /&gt;In 1996 the program was moved to the Institute of Museum and Library Services (IMLS) and changed to LSTA for Library Services and Technology Act, to aid in the creation of a technology infrastructure. It not only changed its focus to technology, it also changed to permit all types of libraries to receive grants. It stressed the partnerships and collaborative efforts among different types of libraries. The purpose of serving the underserved and rural areas was still supported. The LSTA program in Ohio continues to support cooperative programming among all types of libraries. In 2009 an IMLS/LSTA grant was awarded to the Instructional Technology Services of Central Ohio (ITSCO) for the development of the Literature Lounge. ITSCO worked with pubic and school libraries in Central Ohio to create Book Talks and online book studies. The project included professional development for media specialist and teachers, and students creating and editing video book reviews. The project is being continued through INFOhio. In 2010 the State Library awarded the Wood County District Library in Bowling Green, Ohio an IMLS/LSTA grant to purchase a new bookmobile. While a very old concept, the bookmobile continues to be a mainstay of library service for those patrons who cannot come to the library. The new bookmobile is serving preschoolers and senior centers in the area.&lt;br /&gt;&lt;br /&gt;Most recently, the State Library of Ohio has awarded competitive LSTA grants to fund the purchase of technology and training, and smaller open grants for programs that allow cardholders to borrow bikes; to purchase kits to foster STEM education for children; and develop partnerships between teens and senior citizens to increase older adults' comfort with using technology.  For more information on LSTA grants - both competitive and open - that are administered by the State Library, visit &lt;a href="https://library.ohio.gov/services-for-libraries/lsta-grants/"&gt;here&lt;/a&gt;.  For more information on LSTA at the local level, visit &lt;a href="https://www.imls.gov/grants/grants-states"&gt;here&lt;/a&gt;.</text>
